It sounds like you have either turned of the template inheritance for STCONF.NSF (this is often done if you have made any modifications to stconf), or you have not refreshed the design of the stconf database with the new template that came with 6.5.1

You can fix this by either doing a design refresh if the database design is still set to inherit design changes, or do a database replace design with the stconf template design.

Obviously you do not want to take either of these options if you have modified stconf.
